After earning his PhD in Electronics and AI from the University of Washington in 1988, he founded KaplanDesign, LLC, where he has led projects spanning advanced data discovery and visualization, medical diagnostic instrumentation, and complex signal processing.

His career has included extensive contributions to medical technology, such as diagnostic and therapeutic ultrasound systems, seizure prediction, and the design of life-saving defibrillator algorithms. Beyond healthcare, Dmitry has directed engineering efforts in fields as diverse as web content analysis, spam detection, electronic discovery, cellular fraud prevention, and mobile classification. Across industries, he is recognized for building systems that balance innovation with manufacturability and long-term support.
